His celluloid movable googlie eyes are surrounded by a metal ring

His mohair is balding in places and his dark red/brown felt pads are wearing

He is in excellent condition . He has a great character face with painted hair. Harwin copied Steiff in their doll designs. He's probably from the mid to late 19 teens.
